Web Course in a Box is proposed as a concept for developing a web-based course management system at University of North Carolina, Chapel Hill in 1995. Sue Polyson, Robert Godwin-Jones, and Steve Saltzberg of Virginia Commonwealth University (VCU) worked together to develop a prototype. According to Godwin-Jones, “discussions eventually led to the creation of a consortium of institutions— the “Partners for Distributed Learning” (PDL) under the auspices of EDUCOM's “National Learning Infrastructure Initiative” (NLII)—interested in shared development of Web-based tools. The VCU team proposed the development of a Web course development and management system.
