Lobbied for the passage of the E-Commerce Law  − 1 September, 1998 - 14 July, 2000

September 1998

I got invited to be one of the panelist in the e-commerce rountable during ICE'98. Former DOST Secretary William Padolina was asked by one of the audience, "How will e-commerce prosper if our laws do not recognize transactions done electronically? What are the actions of DOST related to it?" Padolina replied firmly, "You can't expect the DOST Secretary to do everything for you. If you will not go to the Senate and Congress and talk to our legislators about the need for it. Then you deserve the existing laws that you have right now."

If I wanted the Philippine Internet Commerce Society then to become the premiere organization as far as e-commerce is concern, then we should do it and take the lead. I started attending the public hearing that month and participated in the technical working group meetings.

October 1998

Led a one-day session in drafting PICS position paper and revision on the proposed Electronic Commerce Act. VP GB Bunag, Cynthia Topacio of National Computer Center, Kristine Bruckner of Citibank, and Bronx Hebrona of Business World joined the effort.

During the Senate TWG meeting that month, the PICS position paper and replacement bill was presented. The PICS version, later on, was highly adapted by the Senate.

January to April 2000

Senate interpolation on Senate Bill 1523 began. I provided support to Senator Magsaysay during interpolations.

May 2000


House Bill 9971 was introduced to the floor by Congressmen Enrique Garcia, Dante Liban, Marcial Punzalan, Leandro Verceles, Harry Angping. I provided support during interpolations.

Organized the "One Internet Day sa Congress" to lobby for the immediate approval of the Electronic Commerce Act of 2000, House Bill 9971. Done in partnership with the Office of the Speaker Manny Villar and Committee on Trade and Industry.

June 2000

House Bill 9971 was approved on 3rd reading.

Republic Act 8792, The Electronic Commerce Act, was signed into law by President Joseph Estrada.

Development of the Implementing Rules and Regulation of the E-Commerce Law began. Atty.JJ Disini led the drafting with resources coming through partnership with TAPS-PhilExport and Knowledge Institute. DTI supported the effort and made it a partnership with the government and private sector.

I launched the first online public hearing of the Electronic Commerce Act - Implementing Rules and Regulation mailing list (http://groups.yahoo.com/group/ecomm-irr).

July 2000

I got invited to present the E-Commerce Law and was recognized by GIIC Deputy Director Russel Pipe during the Global Information Infrastructure Commission Conference (http://www.giicasia.org).

DTI Secretary Mar Roxas, Department of Budget and Management Secretary Benjamin Diokno, and DOST Secretary Filemon Uriarte signed the Implementing Rules and Regulation for the E-Commerce Law. Former President Joseph Ejercito Estrada signed the first EO electronically and is considered as a historical landmark as the country's e-commerce law is the first that recognizes non-commercial transactions making such IRR and order signing valid. PICS provided the technical support through Wolfpac, necessary to make that signing event a success.
